Athens Airport – also known as "Eleftherios Venizelos" – replaced Athens Ellinikon Airport in 2001. Ellinikon Airport had served as the international aviation hub of the Greek capital since 1938, but reached saturation point in the late nineties, despite the construction of a second terminal only a decade before. As early as the 1970s, city planners and aviation authorities had recognised the need for a new airport in the Greek capital and plans were set in motion for the development of Athens Airport. These plans came to fruition when in 2001 Eleftherios Venizelos Airport was opened between the towns of Spata, Koropi, and Loutsa.

In 1995, the construction of the new airport through a public-private partnership was finalised. 55% of the shareholders of the airport are state interests, whilst the remaining 45% are private owners. The largest private investor in Athens Airport was the German firm Hochtief AG. Even under shared ownership, the building is one of the largest privately funded projects to date in Greece. In 2001, Athens International Airport was opened and finally connected to air traffic; at the same time, Ellinikon Airport closed its doors and was removed from flight paths.
